While I revealed these differences in my research, I also considered whether espoused ideas could be seen as precursors to contemporary conceptions of One Health or One Welfare. Here I&#8217;ll share a quick introduction to One Health and One Welfare and a bit of background about TB in the UK. Later this week, I&#8217;ll share my findings on this topic based on archival research.<\/p>\n<p><strong>What do we mean by One Health and One Welfare?<\/strong><\/p>\n<p><span data-contrast=\"none\">The concept of One Health (OH) was first referred to in 2003 as response or means to address the public health threat of zoonotic diseases. OH has been championed primarily by veterinarians (Cassidy 2018). <\/span><span data-contrast=\"none\">The international One Health High Level Expert Panel developed a globally recognised definition:<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:480}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">\u2018<em>One Health is an integrated, unifying approach that aims to sustainably balance and optimize the health of people, animals and ecosystems.\u00a0 It recognizes the health of humans, domestic and wild animals, plants, and the wider environment (including ecosystems) are closely linked and inter-dependent.&#8217; <\/em>(<span class=\"TextRun Highlight SCXW146282581 BCX8\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW146282581 BCX8\" data-ccp-parastyle=\"endnote text\">Mettenleiter et al<\/span><\/span><em><span class=\"TextRun Highlight SCXW146282581 BCX8\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW146282581 BCX8\" data-ccp-parastyle=\"endnote text\"> 2023)<\/span><\/span><\/em><\/span><\/p>\n<p>But One Health has been criticised for being too anthropocentric and not adequately attending to animal welfare and wellbeing (Lindenmayer and Kaufman 2021). <span class=\"TextRun SCXW238229703 BCX0\" lang=\"EN-GB\" xml:lang=\"EN-GB\" data-contrast=\"none\"><span class=\"NormalTextRun SCXW238229703 BCX0\">One Welfare is meant as a corrective and<\/span><span class=\"NormalTextRun SCXW238229703 BCX0\">\u00a0focus<\/span><span class=\"NormalTextRun SCXW238229703 BCX0\">es<\/span><span class=\"NormalTextRun SCXW238229703 BCX0\"> on interconnections between animal<\/span><span class=\"NormalTextRun SCXW238229703 BCX0\"> welfare and <\/span><span class=\"NormalTextRun SCXW238229703 BCX0\">wellbeing<\/span><span class=\"NormalTextRun SCXW238229703 BCX0\">, human <\/span><span class=\"NormalTextRun SCXW238229703 BCX0\">wellbeing<\/span><span class=\"NormalTextRun SCXW238229703 BCX0\"> and the environment<\/span><span class=\"NormalTextRun SCXW238229703 BCX0\">, thus extending <\/span><span class=\"NormalTextRun SCXW238229703 BCX0\">the One Health <\/span><span class=\"NormalTextRun SCXW238229703 BCX0\">focus only on healt<\/span><span class=\"NormalTextRun SCXW238229703 BCX0\">h (Pinillos 2018). <\/span><\/span><span class=\"TextRun SCXW238229703 BCX0\" lang=\"EN-GB\" xml:lang=\"EN-GB\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW238229703 BCX0\">The One Welfare Framework, developed by <\/span><span class=\"NormalTextRun SCXW238229703 BCX0\">Pinillos (2018)<\/span><span class=\"NormalTextRun SCXW238229703 BCX0\">, includes <\/span><span class=\"NormalTextRun SCXW238229703 BCX0\">themes that<\/span><span class=\"NormalTextRun SCXW238229703 BCX0\">\u00a0give equal<\/span><span class=\"NormalTextRun SCXW238229703 BCX0\"> or at least greater<\/span><span class=\"NormalTextRun SCXW238229703 BCX0\"> consideration to animals alongside humans in environments. T<\/span><span class=\"NormalTextRun SCXW238229703 BCX0\">hese themes include:<\/span><\/span><\/p>\n<ul>\n<li><span class=\"TextRun SCXW238229703 BCX0\" lang=\"EN-GB\" xml:lang=\"EN-GB\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW238229703 BCX0\"> interconnections between animal abuse, human <\/span><span class=\"NormalTextRun SCXW238229703 BCX0\">abuse<\/span><span class=\"NormalTextRun SCXW238229703 BCX0\"> and neglect; <\/span><\/span><\/li>\n<li><span class=\"TextRun SCXW238229703 BCX0\" lang=\"EN-GB\" xml:lang=\"EN-GB\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW238229703 BCX0\">socio-economic aspects link<\/span><span class=\"NormalTextRun SCXW238229703 BCX0\">ed to<\/span><span class=\"NormalTextRun SCXW238229703 BCX0\"> animal welfare; <\/span><\/span><\/li>\n<li><span class=\"TextRun SCXW238229703 BCX0\" lang=\"EN-GB\" xml:lang=\"EN-GB\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW238229703 BCX0\">connection between farm animal welfare<\/span><span class=\"NormalTextRun SCXW238229703 BCX0\">, <\/span><span class=\"NormalTextRun SCXW238229703 BCX0\">farmer well-being<\/span><span class=\"NormalTextRun SCXW238229703 BCX0\"> and food security<\/span><span class=\"NormalTextRun SCXW238229703 BCX0\">;<\/span><\/span><\/li>\n<li><span class=\"TextRun SCXW238229703 BCX0\" lang=\"EN-GB\" xml:lang=\"EN-GB\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW238229703 BCX0\">conservation<\/span><span class=\"NormalTextRun SCXW238229703 BCX0\">,<\/span><span class=\"NormalTextRun SCXW238229703 BCX0\"> sustainability <\/span><span class=\"NormalTextRun SCXW238229703 BCX0\">and connections between biodiversity, <\/span><span class=\"NormalTextRun SCXW238229703 BCX0\">environment<\/span><span class=\"NormalTextRun SCXW238229703 BCX0\"> and animal-human wellbeing.<\/span><\/span><\/li>\n<\/ul>\n<p><span class=\"TextRun SCXW238229703 BCX0\" lang=\"EN-GB\" xml:lang=\"EN-GB\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW238229703 BCX0\"><span class=\"NormalTextRun SCXW25166556 BCX0\">One Welfare also focuses on prevention<\/span><span class=\"NormalTextRun SCXW25166556 BCX0\">, to understand \u2018root causes and drivers\u2019 of risks to health and wellbeing. I considered these concepts when investigating organisational approaches to animal welfare and human health in the archival materials. There are<\/span><\/span><span class=\"TextRun SCXW104413925 BCX0\" lang=\"EN-GB\" xml:lang=\"EN-GB\" data-contrast=\"none\"><span class=\"NormalTextRun SCXW104413925 BCX0\">\u00a0three<\/span><span class=\"NormalTextRun SCXW104413925 BCX0\"> types<\/span><span class=\"NormalTextRun SCXW104413925 BCX0\"> of TB that<\/span><span class=\"NormalTextRun SCXW104413925 BCX0\"> feature in the archival collections: <em><span class=\"TextRun SCXW137335925 BCX0\" lang=\"EN-GB\" xml:lang=\"EN-GB\" data-contrast=\"none\"><span class=\"NormalTextRun SCXW137335925 BCX0\">Mycobacterium tub<\/span><span class=\"NormalTextRun SCXW137335925 BCX0\">e<\/span><span class=\"NormalTextRun SCXW137335925 BCX0\">rculosis<\/span><\/span><\/em><span class=\"TextRun SCXW137335925 BCX0\" lang=\"EN-GB\" xml:lang=\"EN-GB\" data-contrast=\"none\"> <span class=\"NormalTextRun SCXW137335925 BCX0\">(TB) which causes disease in humans and can infect other mammals and parrots (Schneider et al 2008), <em>M. <span class=\"NormalTextRun SpellingErrorV2Themed SCXW137335925 BCX0\">bovis<\/span><\/em> or bTB which causes TB in cows and infects humans and other animals through meat and milk product consumption (McFarlane 1990), and <em>M. avium<\/em> which primarily afflicts birds but can occasionally infect humans and other animal species (Blessington et al 2021).<\/span><\/span><\/span><\/span><\/p>\n<p><span class=\"TextRun SCXW104413925 BCX0\" lang=\"EN-GB\" xml:lang=\"EN-GB\" data-contrast=\"none\"><span class=\"NormalTextRun SCXW104413925 BCX0\">Many individuals are resistant to serious infection by <\/span><\/span><em><span class=\"TextRun SCXW104413925 BCX0\" lang=\"EN-GB\" xml:lang=\"EN-GB\" data-contrast=\"none\"><span class=\"NormalTextRun SCXW104413925 BCX0\">M. tuberculosis<\/span><\/span><\/em><span class=\"TextRun SCXW104413925 BCX0\" lang=\"EN-GB\" xml:lang=\"EN-GB\" data-contrast=\"none\"><span class=\"NormalTextRun SCXW104413925 BCX0\">, but certain <\/span><span class=\"NormalTextRun SCXW104413925 BCX0\">factors<\/span><span class=\"NormalTextRun SCXW104413925 BCX0\"> cause vulnerability including living conditions, diet (malnutrition), age and suffering from other illnesses (McFarlane 1990)<\/span><span class=\"NormalTextRun SCXW104413925 BCX0\">. <\/span><\/span><span class=\"TextRun SCXW104413925 BCX0\" lang=\"EN-GB\" xml:lang=\"EN-GB\" data-contrast=\"none\"><span class=\"NormalTextRun SCXW104413925 BCX0\">This type of TB<\/span> <span class=\"NormalTextRun SCXW104413925 BCX0\">became<\/span><span class=\"NormalTextRun SCXW104413925 BCX0\"> most virulent in the nineteenth century<\/span><span class=\"NormalTextRun SCXW104413925 BCX0\"> in the UK and Europe<\/span><span class=\"NormalTextRun SCXW104413925 BCX0\"> in overcrowded conditions with <\/span><span class=\"NormalTextRun SCXW104413925 BCX0\">poverty but<\/span><span class=\"NormalTextRun SCXW104413925 BCX0\"> declin<\/span><span class=\"NormalTextRun SCXW104413925 BCX0\">ed<\/span><span class=\"NormalTextRun SCXW104413925 BCX0\"> in the twentieth century<\/span><span class=\"NormalTextRun SCXW104413925 BCX0\">;<\/span><span class=\"NormalTextRun SCXW104413925 BCX0\"> increases <\/span><span class=\"NormalTextRun SCXW104413925 BCX0\">occurred <\/span><span class=\"NormalTextRun SCXW104413925 BCX0\">during the world wars<\/span><span class=\"NormalTextRun SCXW104413925 BCX0\"> due to increased conditions of impoverishment (Glaziou et al 2018)<\/span><span class=\"NormalTextRun SCXW104413925 BCX0\">.<\/span><\/span><span class=\"TextRun SCXW104413925 BCX0\" lang=\"EN-GB\" xml:lang=\"EN-GB\" data-contrast=\"none\">\u00a0<span class=\"NormalTextRun SCXW104413925 BCX0\">Edinburgh championed a campaign to fight TB <\/span><span class=\"NormalTextRun SCXW104413925 BCX0\">that<\/span><span class=\"NormalTextRun SCXW104413925 BCX0\"> became the root of the national campaign in the late nineteen<\/span><span class=\"NormalTextRun SCXW104413925 BCX0\">th century (McFarlane 1990).<\/span><\/span><span class=\"TextRun SCXW104413925 BCX0\" lang=\"EN-GB\" xml:lang=\"EN-GB\" data-contrast=\"none\"> <span class=\"TextRun SCXW27753826 BCX0\" lang=\"EN-GB\" xml:lang=\"EN-GB\" data-contrast=\"none\"><span class=\"NormalTextRun SCXW27753826 BCX0\">In 1882, Robert Koch identified <\/span><span class=\"NormalTextRun SCXW27753826 BCX0\">and isolated the tubercle bacillus, <\/span><span class=\"NormalTextRun SCXW27753826 BCX0\">grew it in animal serum <\/span><span class=\"NormalTextRun SCXW27753826 BCX0\">and introduced it into laboratory animals who then<\/span><span class=\"NormalTextRun SCXW27753826 BCX0\"> developed<\/span><span class=\"NormalTextRun SCXW27753826 BCX0\"> TB (Barberis et al 2017). <\/span><\/span><span class=\"TextRun SCXW27753826 BCX0\" lang=\"EN-GB\" xml:lang=\"EN-GB\" data-contrast=\"none\"><span class=\"NormalTextRun SCXW27753826 BCX0\">A<\/span><span class=\"NormalTextRun SCXW27753826 BCX0\">\u00a0vaccine, <\/span><\/span><span class=\"TextRun SCXW27753826 BCX0\" lang=\"EN-GB\" xml:lang=\"EN-GB\" data-contrast=\"none\"><span class=\"NormalTextRun SCXW27753826 BCX0\">Bacille<\/span><span class=\"NormalTextRun SCXW27753826 BCX0\"> Calmette-Guerin (BCG), <\/span><span class=\"NormalTextRun SCXW27753826 BCX0\">discovered by scientists at the Pasteur Institute<\/span><span class=\"NormalTextRun SCXW27753826 BCX0\">, derived from a bovine TB strain, was<\/span> <span class=\"NormalTextRun SCXW27753826 BCX0\">trialled<\/span> <span class=\"NormalTextRun SCXW27753826 BCX0\">successfully o<\/span><span class=\"NormalTextRun SCXW27753826 BCX0\">n animals in<\/span><span class=\"NormalTextRun SCXW27753826 BCX0\"> 1919,<\/span> <span class=\"NormalTextRun SCXW27753826 BCX0\">follow<\/span><span class=\"NormalTextRun SCXW27753826 BCX0\">ing<\/span><\/span><span class=\"TextRun SCXW27753826 BCX0\" lang=\"EN-GB\" xml:lang=\"EN-GB\" data-contrast=\"none\"><span class=\"NormalTextRun SCXW27753826 BCX0\"> Koch\u2019s work<\/span><span class=\"NormalTextRun SCXW27753826 BCX0\">, with use of the vaccine on infants by 1924 (<span class=\"TextRun SCXW229112511 BCX8\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW229112511 BCX8\" data-ccp-parastyle=\"endnote text\">Luca and\u00a0<\/span><span class=\"NormalTextRun SCXW229112511 BCX8\" data-ccp-parastyle=\"endnote text\">Mihaescu 2013)<\/span><\/span><\/span><span class=\"NormalTextRun SCXW27753826 BCX0\">. <\/span><\/span><span class=\"TextRun SCXW27753826 BCX0\" lang=\"EN-GB\" xml:lang=\"EN-GB\" data-contrast=\"none\"><span class=\"NormalTextRun SCXW27753826 BCX0\">BCG<\/span> <span class=\"NormalTextRun SCXW27753826 BCX0\">\u00a0successfully prevents disease in children, but immunity<\/span>\u00a0<span class=\"NormalTextRun SCXW27753826 BCX0\">diminishes with time<\/span><span class=\"NormalTextRun SCXW27753826 BCX0\"> so that adults have weakened protection (Fatima et al 2020)<\/span><span class=\"NormalTextRun SCXW27753826 BCX0\">. <\/span><\/span><span class=\"TextRun SCXW27753826 BCX0\" lang=\"EN-GB\" xml:lang=\"EN-GB\" data-contrast=\"none\"><span class=\"NormalTextRun SCXW27753826 BCX0\">D<\/span><span class=\"NormalTextRun SCXW27753826 BCX0\">espite a vaccine and attempts to improve upon it, TB <\/span><span class=\"NormalTextRun SCXW27753826 BCX0\">has not been eradicated<\/span><span class=\"NormalTextRun SCXW27753826 BCX0\">,<\/span> <span class=\"NormalTextRun SCXW27753826 BCX0\">still <\/span><span class=\"NormalTextRun SCXW27753826 BCX0\">considered a public health issue<\/span><span class=\"NormalTextRun SCXW27753826 BCX0\"> in<\/span> <span class=\"NormalTextRun SCXW27753826 BCX0\">Scotland (Public Health Scotland SCXW54449712 BCX0\">child deaths (Waddington 2004)<\/span><span class=\"NormalTextRun SCXW54449712 BCX0\">. Milk<\/span><span class=\"NormalTextRun SCXW54449712 BCX0\">, if properly pasteurised, was safe to drink, but most milk was <\/span><span class=\"NormalTextRun SCXW54449712 BCX0\">un<\/span><span class=\"NormalTextRun SCXW54449712 BCX0\">pasteurise<\/span><span class=\"NormalTextRun SCXW54449712 BCX0\">d<\/span><span class=\"NormalTextRun SCXW54449712 BCX0\"> up to 1939, with an<\/span><span class=\"NormalTextRun SCXW54449712 BCX0\"> anti-pasteurisation campaign influential between 1900 to 1930 (Atkins 2000)<\/span><span class=\"NormalTextRun SCXW54449712 BCX0\">; divisions formed even within the medical profession, with some doctors for and some against <\/span><span class=\"NormalTextRun SCXW54449712 BCX0\">pasteurisation.<\/span><\/span><span class=\"TextRun SCXW54449712 BCX0\" lang=\"EN-GB\" xml:lang=\"EN-GB\" data-contrast=\"none\">\u00a0<span class=\"NormalTextRun SCXW54449712 BCX0\">T<\/span><span class=\"NormalTextRun SCXW54449712 BCX0\">he <\/span><span class=\"NormalTextRun SCXW54449712 BCX0\">UK G<\/span><span class=\"NormalTextRun SCXW54449712 BCX0\">overnment \u2018Milk in Schools\u2019 programme, to address malnourishment in British children<\/span><span class=\"NormalTextRun SCXW54449712 BCX0\">, <\/span><span class=\"NormalTextRun SCXW54449712 BCX0\">a public health issue, <\/span><span class=\"NormalTextRun SCXW54449712 BCX0\">led to a greater number of children at risk of contracting <\/span><span class=\"NormalTextRun SpellingErrorV2Themed SCXW54449712 BCX0\">b<\/span><span class=\"NormalTextRun SpellingErrorV2Themed SCXW54449712 BCX0\">TB<\/span><span class=\"NormalTextRun SCXW54449712 BCX0\"> from infected milk during this time period (Atkins 2000). health risk <\/span><span class=\"NormalTextRun SCXW54449712 BCX0\">from<\/span><span class=\"NormalTextRun SCXW54449712 BCX0\"> bovine TB, aside from pasteurisation,<\/span> <span class=\"NormalTextRun SCXW54449712 BCX0\">developed <\/span><span class=\"NormalTextRun SCXW54449712 BCX0\">from<\/span><span class=\"NormalTextRun SCXW54449712 BCX0\"> 1920 includ<\/span><span BCX0\">.<\/span><\/span><\/p>\n<p>Finally, w<span class=\"TextRun SCXW157120394 BCX0\" lang=\"EN-GB\" xml:lang=\"EN-GB\" data-contrast=\"none\"><span class=\"NormalTextRun SCXW157120394 BCX0\">hile transmission to humans has been considered low risk, <\/span><\/span><em><span class=\"TextRun SCXW157120394 BCX0\" lang=\"EN-GB\" xml:lang=\"EN-GB\" data-contrast=\"none\"><span class=\"NormalTextRun SCXW157120394 BCX0\">M. avium<\/span><\/span><\/em><span class=\"TextRun SCXW157120394 BCX0\" lang=\"EN-GB\" xml:lang=\"EN-GB\" data-contrast=\"none\"><span class=\"NormalTextRun SCXW157120394 BCX0\"> infects\u00a0<\/span><span class=\"NormalTextRun SCXW157120394 BCX0\">those with compromised immune systems, and has been<\/span><span class=\"NormalTextRun SCXW157120394 BCX0\">\u00a0considered<\/span><span class=\"NormalTextRun SCXW157120394 BCX0\"> a public health concern<\/span><span class=\"NormalTextRun SCXW157120394 BCX0\">.<\/span><\/span><span class=\"TextRun
